

26 Point Checklist for PCNs
This guide is for both those who issue tickets and drivers who receive them. The summary below links to 26 items to check divided into 3 categories, drawing on over 130 adjudicator decisions from enforcement in London. Although it is written from the driver's point of view, it is crucial that those issuing tickets also consider the driver's view, not just their camera view, to ensure tickets are fair.
1. Is the box in a permitted location?
2. Does it extend beyond the junction?
4. Could you see where it ends?
6. Has video footage been provided?
7. Does the video show entry and exit?
8. Is the video clear?
9. Does the video show the VRM?
10. Is the location on the ticket accurate?
11. Is the time on the ticket accurate?
12. Was the ticket sent in time?
13. Is the info on the ticket correct?
14. Is the information on the NOR correct?
15. Was the notice of rejection sent in time?
16. Have the points in your appeal replied to?
17. Any other procedural errors?
18. Any authority specific guidance that conflicts with the ticket?
19. Did you stop due to "stationary vehicles"?
20. Was there space you could've moved into?
21. Did a vehicle 'snatch' your space?
22. Does the right turn exemption apply?
23. Did a single vehicle ahead of you stop unexpectedly?
24. Were you actually stopped?
25. How long were you stopped for?
